Step 1: Add a new page.

Step 2: Select the ellipse tool.

Let’s choose the ellipse Tool. This can be done by clicking on the icon depicted below located in the toolbar down the left side of the screen, or by hitting the U button on your keyboard.

Step 3: Choose the free transform path.

Draw two circles on one page, to makes a first circle smaller, then go to the edit menu click on free transform path, and set the size.

Set on path tool.

Step 4: Select the horizontal type tool.

To add a text, let’s choose the Horizontal Type Tool. This can be done by clicking on the icon depicted below located in the toolbar down the left side of the screen, or by hitting the T button on your keyboard.

Select text and space word VA.380 and the text color is black.

Select the text and make the text center in a circle and then click A-a 17pt.

Click on color pannal and change the color.

Step 5: Click on fill and change the color.

Change the color of the small circle and click on Fill.And choose white color.

Finally, we have made the circular text in photoshop.
