First method: Gradient tool
Let’s start with the first step.
Step 1: Created a new page
In Photoshop, go up to the File menu in the Menu Bar, choose new, and then made a new page. A window opens that prompts you to name your new document and enter dimensions and preferences.

You are set the foreground color.
Step 2: Create some clouds.
With the new layer selected, go to Filter ->Render-> Clouds. The new layer will now resemble something that looks like clouds.
Step 3: Change the blend mode.
With the new layer still selected, go up to the Blend Mode and choose Multiply or Overlay (Screen was used here). You will now see that the cloud layer has been applied to the normal layer and created various shades of contrast throughout.
Select the background layer and press on ctrl+j.
Step 4: Open a new layer.
Press keyboard ctrl, go down to the bottom of the layers panel and click on the Create a new layer button. Or go to Layer -> New -> Layer.
To begin, let’s choose the Brush Tool. This can be done by clicking on the icon depicted below located in the toolbar down the left side of the screen, or by hitting the B button on your keyboard.
Click to open the brush preset picker,open the toolbar, select brush. Mode: normal, opecity: 85%, Flow: 77%. Then click on document.
Step 5: Gradient tool
To begin, let’s choose the Gradient tool. This can be done by clicking on the icon depicted below located in the toolbar down the left side of the screen, or by hitting the G button on your keyboard. Click to the open gradient tool.
Click to the open gradient tool, Open the pop-up gradient editor and select the black and white preset, click ok.
Draw on the page from bottom to top.

Second method: Blending Mode
In Photoshop, go up to the File menu in the Menu Bar, choose new, and then made a new page. A window opens that prompts you to name your new document and enter dimensions and preferences. Fill blue color on white page.
Go down to the bottom of the layers panel and click on the Create a new layer button.
Step 6: Change your foreground colours to black and white
At the bottom of the utilities bar to the left, you can see the foreground and background colours. Above the colours you will see a smaller version of this, but in black and white. Press that to restore your foreground colours to black and white.
With the new layer selected, go to Filter ->Render-> Clouds. The new layer will now resemble something that looks like clouds.
With the new layer still selected, go up to the Blend Mode and choose multiply or Overlay (screen was used here). You will now see that the cloud layer has been applied to the normal layer and created various shades of contrast throughout.
Step 7: Blending options
Double click on the selection layer, and open the popup layer style Choose blending options: Custom, and choose Blend mode: screen. Press Alt and drag the arrow of This layer forward with the help of the mouse.
Finally, We have created the cloud effect.
When you follow the above steps it will add a cloud effect and it will be visible in photoshop.
