Open photoshop, click on file, press on open choose, your photo then click Horizontal Type tool.

File -> open -> select image -> click T and write text.

To create a line of text, Go to the Tools panel and select the Horizontal Type tool. Click your image where you would like to insert text and write anything. When you’re done, press Escape exiting the text field. Notice that a new layer with your text has appeared in the Layers panel.

when you follow the above steps then it will create a text layer and will show on the text layer available on photoshop’s right side section.
